"Volunteers on the Move" Contest



Chapter I - Introduction


Article (1) "Volunteers on the move" project is financed by the European Commision trough European Year of Volunteering 2011; the project takes place between 31.03.2011 and 31.03.2012, is coordinated by the Ofensiva Tinerilor Association in colaboration with: Organizatia Studentilor din Arad, Organizatia Tinerilor cu Initiativa - Olt, Organizatia Tinerilor cu Initiativa filiala Arad, Asociatia Educatio, Centrul Zonal Ecologic Arad, Asociatia Dezvoltarea Resurselor Pentru Toti DREPT, Directia Judeteana pentru Sport si Tineret Arad.

Article (2) "Volunteers on the Move" project target group is referring at 2 categories: main and secondary. The main category includes youth between 15-30 years and youth workers involved in organizing voluntary activities, from partner countries (Romania, Malta, Poland, Hungary and Slovakia). The secondary category of target group includes persons over 60 years old (who participate in youth initiatives from the main category) and electronic space users.

Article (3) This projects objectives are:

(a) During 12 months, creating an electronic platform of good practice and learning experiences exchange in volunteering field with the co-participation of a network of promoters/partners organizations (at least 40 NGO and 10 public institutions from minimum 5 UE countries);

(b) Developing of managerial/entrepreneurship competences useful for a network of 30 organizers of volunteers activities;
Competences developing (useful to the network management and volunteers) of the workers from at least 26 NGO and 4 public institutions from Romania that has volunteer activities character.

Article (4) The short movies contest represents one of the "Volunteers on the Move" project activities within which youngsters from Romania, Malta, Poland, Slovakia and Hungary can get involved by making a short movie about a local volunteering initiative linked to the theme of volunteering as a way to fight against social discrimination of elderly people and with
special needs, or a way of promoting the social inclusion of youngsters with fewer opportunities.

Article (5) 2011 year is dedicated to the 100 million citizens of the European Union involved in voluntary activities and for those who want to join them, that support their involvement and beneficiate from it, their energy and enthusiasm. Approximately 4 million of them are Romanians according to the European Barometer from May 2011. 2011 is the Year of European Volunteering, occasion to bring forward the voluntary activity which puts in practice European values of solidarity, tolerance and diversity, bringing benefits to the persons involved as volunteers and the communities in which they live. The European Year of Volunteering 2011 proposes 3 main objectives:

(a) Working towards creating a proper environment for volunteerism;

(b) Empower volunteer organizers to improve the quality of volunteering;

(c) Recognition of volunteer activities;

(d) Raising awareness about the value and importance of volunteering.

Chapter II - Involvement opportunities within the "Volunteers on the Move" project


Article (1) The project "Volunteers on the move" has target groups that divide in more categories, persons who can get involved in the project activities. The target groups are: main group, secondary group, transnational network.

Article (2) Main target group

(a) Young people between 15-30 years old with volunteering initiatives, from the partner countries (Romania, Malta, Poland, Hungary, Slovakia) can participate at a short movies contest. This contest will start on May 25th, in Arad, and the youth can participate if they have a team of 3-4 persons with the age between 15-30 years, originally from one of the 5 partner countries;

(b) Volunteering activities organizers from the partner countries (Romania, Malta, Poland, Hungary, Slovakia) youth workers - from the partner countries of "Volunteers on the Move" project have the opportunity to be involved in the project from the beginning of it, by participating at the facilitators training course. The training course will last for 3 days and the purpose is: by this course participants should understand the roles and the responsibilities of the facilitators of the project; exercise/develop digital competences for the persons from main target group.

Article (3) Secondary target group:

(a) Persons over 60 years old (who participate in youth initiatives from the main category) can participate within the short movies contest. The 60 years old persons can be part from one of the 5 countries (Romania, Malta, Poland, Hungary, and Slovakia) and they can be active in youth initiatives and they can also participate at the frame event if their team will win the contest.

(b) The electronic space users can actively involve themselves in "Volunteers on the Move" project through project website if they:
- Participate at voting poll, which will be change regularly;
- Participate at short movies voting;
- Register and sharing ideas (proposing) workshops for the frame event.

Article (4) Transnational network

(a) The NGO and public institutions from the 5 partner countries (Romania, Malta, Poland,
Hungary, and Slovakia) that are interested to join our network for supporting and promoting volunteering activities can do this if they sign a partnership agreement. Until the end of the project, the network will include at least 40 NGO's and 10 public institutions.

(b) The NGO's and public institutions will have a special section on the website where they will be mentioned. The public institutions and NGO's will post on their own websites a banner and a link that can lead to "Volunteers on the Move" website.

Chapter III - Terms & Conditions for the Contest


Article (1) The contest is open for all teams made of persons which have residence in one of the countries: Romania, Malta, Hungary, Poland, Slovakia, heaving between 15 and 30 years old.

Article (2) A team can have minimum 3 and maximum 4 members.

Article (3) At least half of the team members have to be persons with fewer opportunities.
* Young people with fewer opportunities are young people that are at a disadvantage compared to their peers because they face one or more of the situations and obstacles mentioned in the non-exhaustive list below. In certain contexts, these situations or obstacles prevent young people from having effective access to formal and non-formal education, trans-
national mobility and participation, active citizenship, empowerment and inclusion in society at large.
- Social obstacles: young people facing discrimination because of gender, ethnicity, religion, sexual orientation, disability, etc.; young people with limited social skills or anti-social or risky sexual behaviours; young people in a precarious situation; (ex-)offenders, (ex-)drug or alcohol abusers; young and/or single parents; orphans; young people from broken families.
- Economic obstacles: young people with a low standard of living, low income, dependence on social welfare system; in long-term unemployment or poverty; young people who are homeless, young people in debt or with financial problems.
- Disability: young people with mental (intellectual, cognitive, learning), physical, sensory or other disabilities.
- Educational difficulties: young people with learning difficulties; early school-leavers and school dropouts; lower qualified persons; young people with poor school performance.
- Cultural differences: young immigrants or refugees or descendants from immigrant or refugee families; young people belonging to a national or ethnic minority; young people with linguistic adaptation and cultural inclusion problems.
- Health problems: young people with chronic health problems, severe illnesses or psychiatric conditions; young people with mental health problems.
- Geographical obstacles: young people from remote or rural areas; young people living on small islands or peripheral regions; young people from urban problem zones; young people from less serviced areas (limited public transport, poor facilities, abandoned villages).


Article (4) Each team will be able to beneficiate from on-line consultancy from a facilitator, resource person, trained within the "Volunteers on the Move" project.

Article (5) Within each team, at least 2 persons over 60 years old will have to be actively and visibly involved.

Article (6) One team can participate in the contest only with one short movie.

Article (7) One person has the right to be part only from one team.

Chapter IV - Users


Article (1) The website users have the following rights:

(a) To create teams;

(b) To vote the favourite movie, no more than once a day;

(c) To propose a theme for the workshops within the Framework Event.

Article (2) At the moment of registration the users will automatically receive our newsletter, having the possibility of unsubscribing or subscribing anytime.

Article (3) At the moment of team registration, they will receive a unique registration number that can be used to forward changes. This code will be received only by the person who creates the team, being able to share it to the team members.

Article (4) All team members have access to do changes, using the unique registration code.

Article (5) Within 1 working day the teams account will be validated, making it visible on the website.

Article (6) In case that there are changes made to the synopsis, motivation etc., these will be validates within 1 working day.

Article (7) The website moderators have the following rights:

(a) To validate users/teams;

(b) To restrict access of users/teams to certain sections of the website;

(c) Bann users for inappropriate behaviour;

(d) Delete accounts without any notification.

Article (8) A person has the right to have one account, in case it is demonstrated the opposite, all accounts of the person will be deleted without any notification.

Article (9) Personal data of the users/teams will not be made public or given to other partners.

Chapter V - Short Movies


Article (1) The short movies will have to have as a theme one of the followings:

(a) volunteering - as a way to combat social exclusion of old persons with special needs;

(b) volunteering as a way to promote social inclusion of young people with fewer opportunities.

Article (2) Technical details regarding the short movies have to respect the followings to be accepted in the contest:

(a) file format ".flv";

(b) maximum file size 50MB

(c) maximum movie resolution 640x480 or 640x360 (HD);

(d) movie length between 2 and 3 minutes.

Article (3) Only the movies uploaded until the latest 15 January 2012 will be taken into account.

Article (4) The teams are kindly asked to save a good quality copy of the short movie in its original form, that in case of the movie being winner, to be able to use the material in its dissemination and promotion.

Article (5) The teams will have to have a name, no longer than 50 characters, there will not be able to be registered 2 teams with same name.

Article (6) The teams will elaborate the synopsis of the movie which will be uploaded.

Article (7) The team will write the motivation of the team to participate at the contest, which will be uploaded and will not extend 2500 characters.

Article (8) Within each team, at least half members have to be persons with fewer opportunities.

Article (9) Each team will work within its voluntary initiative with at least 2 persons over 60 year old.

Chapter VI - Evaluation Criteria's


Article (1) The short movies will be evaluated by a team of evaluators which will point each material with maximum 100 points divided as follows:

(a) Maximum 30 points for each requirement achieved from the eligibility category. Team that will not have at least 25 points in this category will not pass to the next evaluation section;

(b) Maximum 30 points for the content of the movie - the idea of the voluntary initiative, the creativity and motivation of the team, the message of the video material, originality and last but not the least the relevance towards the themes of the contest. The movies which not respect one of the 2 themes proposed (volunteering - as a way to combat social exclusion of old persons with special needs; volunteering as a way to promote social inclusion of young people with fewer opportunities) will not pass to the next and final point of evaluation;

(c) Maximum 40 points granted depending on how many online votes the video material will receive between 1 September and 20 January 2012.

Article (2) Between 1 Septemper 2011 and 20 January 2012, all users of the electronic space will be able to vote for his/her favourite team/movie, being able to vote only once a day.

Article (3) Between 20 and 25 January 2012 the evaluators will have time to determine the best teams, and announce online the winners of the contest.

Article (4) The first three teams will be invited to participate in the Framework Event which will be organized in November within the "Volunteers on the Move" project.

Article (5) The best movies will be broadcasted within the Framework Event in November.

Article (6) The team from the first place will be awarded with the participation of each team member in a project within the following 12 months and with a photo camera.

Article (7) The teams from the second and third place will be awarded with the participation of each team member in a project within the following 12 months.
